Yes, individual software licenses from volume licensing agreements may be resold as used software. In a ruling by the Regional Court Munich I dated November 28, 2007 (case no. 30 O 8684/07), the court stated that “the sale or transfer of individual Microsoft software licenses that were previously issued under volume licensing agreements is, in principle, effectively possible even without Microsoft’s consent.”
